剧情介绍
近河县各界人民代表会义上，一区和三区的代表都带来了修建砖坝的提案，但县里的经费不够。为了顾全整个国家的利益，三区代表金庆撤回了提案，但引起了三区群众的不满。夏天河水上涨，一区群众协助三区抢险，让三区群众认识到一区修砖坝的重要性。一年后人民政府决定在上游修筑水道，给三区修水闸，从此水患变成水利，增产丰收有保证了。 展开全部
